THE CAPE COAST ICT PARK PRE-FEASIBILITY STUDY REPORT- 2009

This project is about a pre-feasibility study leading to the establishment of a market driven industrial information, and communication technology (ICT) Park in the Cape Coast Metropolis in the Central Region for business process outsourcing in Ghana.

Ghana-based Youth Aid Foundation for Winners (YAFOW) joined hands with the London-based Commonwealth Telecommunications Organization (CTO) in December 2008 when CTO made available the first tranch of an initial grant award of 900 GBP to facilitate a pre-feasibility study toward the establishment of the park.

This report has been prepared by a team of dedicated ICT and Development practitioners. The team included Mr. Christian Afenyo-Bansah-YAFOW National Coordinator and Leader of the team, Mr. Ben T. Ocra, Cyber port, Ghana and Ms. Johanna Awotwi of Center for e-Governance, Ghana (Ce-G) who had oversight responsibilities for this cause. Mr. Emmanuel Dufu of Deky Consult, Cape Coast is not left out.

1.This pre-feasibility study is focused on helping to establish a baseline of information regarding ICT infrastructure and services existing in Cape Coast, and help to identify stakeholders, who the current and prospective end-users of such services are, and how to meet their expressed needs within the framework of preparatory work and preparation of a business plan for donors and prospective investors.

2. It would prepare the grounds for a follow up detailed work on the determination of type of ICT Park model and budget estimates for proposed project activities in the Park.

The process of the feasibility study had unveiled very pertinent information that would not have been known without such a study. The findings point to the fact that there is a general appreciation for establishing such a facility in Cape Coast. The study examined key issues that are considered relevant for the establishment of an ICT/Technology Park.

The findings are summarized in the following 4 main points: That;
a) Cape Coast, the capital of the Central Region of Ghana, possesses a favorable climate for such an innovative facility.
b) There is more than adequate ICT-readiness at the level of individual citizens, businesses and government agencies presently.

d) There is adequate manpower availability to continuously monitor the operations in order for the facility to realize its potential goals and benefits as expected.

The study also made it possible for reviewing ICT Park best practices most especially of those in the developing world. The Ce-G team involved in this study included Ms. Abiba Tornia and Samuel Adzowu. The study begun in December 2008 and was completed in April 2009.

B.Survey to identify the most appropriate Commonwealth African country in which to launch an innovative low cost, low powered GSM Network Extension.

This project started in February and was concluded in March. The opportunity was made available by the CTO of UK.

Team members were Charles Amega-Selorm, a Senior Research Officer ably assisted by Selorm Kuffour and Selasie Kufour. It was under the supervision of Johanna Awotwi.

In furtherance of this, 70 respondents made up of 35 each from 2 unconnected rural areas, were interviewed as per questionnaires. The areas chosen were in the Ga-Dangbe West and Asuogyaman Districts.
