Agreement between the CE-G and the Commonwealth Telecommunications Organization
in UK (CTO) was revived for the March African E-Governance Forum to be held
in Accra.
Ms. Johanna Awotwi of CE-G was focal person for the NGO.

The NGO was partly involved in assisting the CTO in arrangements for the
Forum. Involvement included the preparation of a comprehensive over 400
member Delegates’ List, and appointments of a Chairperson and an
Event Reporter.
Nana Kobina Nketsia V Omanhene of Essikado Traditional Area, Sekondi,
was the Chairperson and Dr. George Owusu, a Senior Research Fellow at
the Institute of Statistical, Social and Economic Research (ISSER), University
of Ghana, Legon, was the Event Reporter.

The African E-Governance Forum 2007 was held at La Palm Royal Beach Hotel
from Tuesday 27th March to Thursday 29th March 2007.
This event was hosted by the Ministry of Communications, Government of
Ghana under the auspices of the CTO.
The theme of the Forum was “Utilizing ICT for more efficient, effective
and inclusive
Governance” and it focused attention on the potential for technology
to greatly improve transparency and service delivery to the private sector
and citizenry by Ministries, Departments and Agencies (MDAs) of local
and national governments.
The Centre for E-Governance represented by Ms. Johanna Awotwi was involved
in making sure the Forum went smoothly. Indeed it was a huge success.

Ms. Johanna Awotwi paid working visits to the following Districts and
met with the various District Coordinating Officers; Asuogyaman, Yilo
Krobo and Manya Krobo.
Discussions involved the preparation for a general workshop involving
the three Districts. This workshop is to discuss immediate Information,
Communication and Technology needs of the Districts.
Some of the Officers she met included Mr. Musah of Asuogyaman; Mr. Moses
Alhassan Bontina of Manya Krobo and Mr. Yahaya of Yilo Krobo.
NEWS AND EVENTS
E-Commerce and Renewable Energy (ECARE)
ECARE is aimed at bridging the gap between urban and rural dwellers in the use of telecommunication facilities and renewable energy services. In August, 2007, the latest rural business centre ran by the Centre for e-Governance, was inaugurated at a peri-urban community, Abokobi, in the Ga East District in the Greater Accra Region.
E-Care is a collaborative effort supported by Ghana Telecom (GT), UN Environment Programme (UNEP), UN Foundation (UNF), Kumasi Institute of Technology and Environment (KITE), UNDP, Ghana Investment Fund for Telecommunications (GIFTEL), Centre for E-Governance (CEG) and AIT?The University of the Future.
The provision of ECARE centers has served as inroads in complementing government?s efforts to provide ICT infrastructure and energy services in needy communities in Ghana. It is hoped that 200 of these Rural Business Centers are established by 2008 under the eCare Project to offer tailored contents including telephony, internet connectivity, clean energy products and services.
In the latter part of the year, Ce-G was chosen to participate in a Focus Group Research by CTO on NOKIA?s research on e-Content.Th final Report was launched at the CTO's African E-Gov Forum in March, 2008 at its 2nd Annual African e-Gov Forum.
"This paper explores the challenges of e-governance in Africa using Ghana as a case study. It notes that while e-gov may promote good governance and economic growth, critical challenges such as weak infrastructure and inadequate funding remain key obstacles. The paper concludes that addressing these challenges will depend on the active involvement of the state in ICT development."
This is an abstract from a paper presented in Macau SAR, China by Ce-G's Director of Research and ICT Operations, Johanna Awotwi from 10-13 December, 2008.
The conference was the first of its kind co-organized by UN University - International Institute for Software Technology (UNU-IIST-EGOV), the Center for Technology in Government, University of Albany, State University of New York, USA (CTG), and the United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT), Inchebon, and Republic of Korea.
WORKSHOPS
During the year also, there were workshops by CIPACO, the CTO, the government of Ghana, seminars and conferences, all on e-Governance initiatives which were attended by Mr. Frank Braimah the Executive Secretary and Johanna Awotwi.
ONGOING RESEARCH
The Ce-G sees research as a bulwark of its work and always has an on-going programme on research on rural connectivity. Currently, most of the southern sector of Ghana has been covered and it is hoped by year end 2008, the middle sectors and parts of the north would have been visited.
